Storm Day 2023
Purpose
The County of Ventura has been participating in the voluntary National Flood Insurance Program (NFIP) Community Rating System (CRS) since 2009 and has maintained a Class 5 rating since 2016. The Class 5 rating grants 25% premium discount for flood insurances in Special Flood Hazard Areas (SFHA) and 10% discount for those in non-SFHA. Storm Day exercises occur annually to test the effectiveness and efficiency of the County of Ventura Public Works Agency’s flood warning and response procedures, technologies, communication networking, and other operational services. These exercises allow the agency to prepare, respond, and recover from unexpected scenarios before, during, and after a storm.
Objectives
- Testing agency procedures by identifying and prioritizing field resources that are necessary to deal with damage from a major storm event.
- Testing communication flow between Operational Units, Department Operation Centers and Emergency Operation Centers
- Establish lines of communication with local municipalities for storm related impacts to communities and emergency response
- Update emergency contact list & emergency action plans
- Identify deficiencies in emergency response capabilities, capacities, organization, and communications plan for revision or mitigation
- Comply with The National Flood Insurance Program Community Rating System requirements
- Confirm efficient methods/protocols for federal and state data collection
- Test pre-storm assignment of emergency response staff
